The Board shall consist of the State Treasurer and eleven members appointed by the Governor, subject to confirmation by the General Assembly, who shall serve at the pleasure of the Governor. The terms of members of the Board of Commissioners appointed or reappointed by the Governor on or after January 1, 1981, shall be for five years. Any appointment to fill a vacancy shall be for the unexpired term….No member appointed by the Governor shall be eligible to serve more than two successive terms. A person heretofore or hereafter appointed to fill a vacancy may be appointed to serve two additional terms.

Deborah K. Stearns is a Senior Vice President with Harvey Lindsay Commercial Real Estate - a leader in the marketing and development of commercial real estate in the Hampton Roads region for more than 60 years. Ms. Stearns was appointed to the VPA Board for a five-year term in July 2002 and she was appointed Vice Chairwoman of the Board in March 2009. She is not eligible for reappointment when her second full term ends June 30, 2012.
Stephen M. Cumbie is President, CEO & Principal of NV Commercial, Inc. and Metro Realty Group - commercial real estate investment, development and services companies. Mr. Cumbie was appointed to the VPA Board in July 2006 and he is eligible for reappointment when his first term ends June 30, 2011.
Joe B. Fleming is Senior Pastor of the Third Baptist Church in Portsmouth, Virginia. Pastor Fleming was appointed to the VPA Board in September 2005 to fulfill an unexpired term. After being reappointed in June 2006, Pastor Fleming will be eligible for reappointment when his second full term ends June 30, 2011.
Barbara J. Fried is Chairman Emeritus of Fried Companies, Inc. (FCI) in Crozet, Virginia, a real estate development and management firm engaged in the development of residential communities, offices complexes, shopping centers, and industrial parks. Ms. Fried was appointed to the VPA Board to serve a five-year term beginning July 1, 2009 and ending June 30, 2014. Ms. Fried is eligible for reappointment to the Board.
Marvin S. Friedberg is a retired businessman with experience in real estate investments and venture capital. He is President of Gates Management Company and is a principal with Alpha Group – an international trading company primarily focused on trading branded products. Mr. Friedberg was appointed to the VPA Board on May 28, 2009, to serve an unexpired term effective July 1, 2006 to June 30, 2011. He is eligible for reappointment.
Mark B. Goodwin was Senior Vice President-Legal Affairs for UPS Freight (formerly Overnite Corporation) and retired in May 2009. He is now a Partner with the law firm of LeClairRyan based in Richmond, Virginia. Mr. Goodwin was appointed to the VPA Board in July 2002, and reappointed July 1, 2007 for an additional five-year term. He is not eligible for reappointment when his second full term ends June 30, 2012.
Allen R. Jones is a Licensed Physical Therapist and is CEO and Owner of Dominion Physical Therapy & Associates, Inc., with six offices located in the Williamsburg, Newport News, Portsmouth and Hampton area. Mr. Jones was appointed to the VPA Board in July 2007 and he is eligible for reappointment when his first full term ends June 30, 2012.
J. Granger Macfarlane, II is President of Eastern Motor Inns, Inc., located in Roanoke, Virginia. He served eight (8) years in the Senate of Virginia representing Roanoke and Roanoke County, 1984-1991. Eastern is a 37-year old hotel/motel operations company that owns, leases, and manages several hotel properties in Virginia. Senator Macfarlane was appointed to the VPA Board on May 28, 2009, to serve an unexpired term beginning July 1, 2006 and ending June 30, 2011. He is eligible for reappointment.
Michael J. Quillen, Chairman and CEO of Alpha Natural Resources, LLC, in Abingdon, Virginia - a leading Central Appalachian coal producer that also has significant operations in Northern Appalachia. Mr. Quillen has been a member of the VPA Board since his appointment in September 2003. He was reappointed in July 2007 and is eligible for reappointment when his first full term ends June 30, 2012.
Thomas M. Wolf is a Partner with LeClairRyan, headquartered in Richmond, Virginia. LeClairRyan is a business law firm of over 300 lawyers with more than 20 offices from Boston to Los Angeles. Mr. Wolf, a trial lawyer and former president of the International Alliance of Law Firms, heads both the Construction Law Group and the General Counsel Group of his firm. Mr. Wolf was appointed to the VPA Board to fulfill an unexpired term in February 2007 and was reappointed to serve an additional five-year term from July 1, 2009 until June 30, 2014. He is eligible for reappointment.
Manju S. Ganeriwala was appointed Virginia State Treasurer in December 2008. The Treasurer of Virginia is a permanent member of the Virginia Port Authority Board of Commissioners.
