Dear valued shippers and carriers,

This is a reminder that, consistent with our Operations Alert posted on February 3, 2015, and announcement of April 9, 2015, we are replacing the existing demurrage/exam fee settlement interface at VIG (TOPS) with alternative functionality (Lynx CSP) that consolidates various terminal functions into one platform and provides other enhanced capabilities.

Effective midnight, May 1, 2015, the processing of online payment transactions for demurrage or exams, as applicable, at VIG will be converted to the Lynx CSP payment platform, and, concurrently, the TOPS platform will no longer be available for any fee payments or guarantees related to VIG. The basic processing of payment transactions will be similar to the current processing, in that specific containers can be identified/retrieved, and a successful payment transaction will automatically trigger a release within the VIG Terminal Operating System. Internet Explorer 9, 10 and 11 are supported, as are Google Chrome and Firefox web browsers.

The Lynx CSP payment platform for VIG will accept Visa, Mastercard, Discover and American Express credit cards. At the present, we do not plan on accepting electronic checks, but will accept/handle wire transfers and ACHs on an exception basis. Ship lines that currently guarantee demurrage and/or exam fees will continue to be able to do so.

While the Lynx CSP online payment module will not be officially placed into production until May 1, the overall Lynx CSP platform (of which the payment module will be a part) is currently available for establishing usernames and credentials  (passwords, etc.) ahead of the May 1 conversion.

A quick reference guide for establishing user accounts is posted to the Port of Virginia website under Facilities/VIG/Policies + Resources/Lynx CSP signup quick reference guide. Users who will need to secure the release of import containers at VIG May 1, 2015 or thereafter will need to create an account within the Lynx CSP platform before May 1, 2015 (the sign up time required averages five minutes). The application is currently available for sign-up/registration. Quick reference guides for making payments and/or ship line guarantees as applicable using the portal are also posted to the Port of Virginia website under Facilities/VIG/Policies + Resources/Lynx CSP payment quick reference guide or Lynx CSP ship line guarantee quick reference guide as applicable.

For users who already have an active account within the Lynx CSP platform for other purposes, you will not need to establish a new account, but will need to request that Demurrage/Fee Payment access be added to your account. Questions regarding the sign up process can be directed to VIGONLINEPAYMENT@VIT.ORG and should include the applicable username and specific issue/question along with contact information to facilitate a more efficient response.
