PPTA
The Public-Private Transportation Act or PPTA (1995) was put into place to encourage investment in the Commonwealth by private entities by creating a more stable investment climate and increasing transparency and public involvement in the procurement process.
The Virginia Port Authority (“the Authority”), a political subdivision of the Commonwealth of Virginia, has received and accepted for evaluation an unsolicited conceptual proposal under the Public Private Transportation Act of 1995 (as amended) (“the Act”) by CenterPoint Properties Trust (“CenterPoint”) for the operation of certain facilities now owned and proposed to be owned by the Authority. The facilities under the proposal include the following:
· Norfolk International Terminals in Norfolk, Virginia
· Portsmouth Marine Terminal in Portsmouth, Virginia
· Newport News Marine Terminal in Newport News Virginia
· The Virginia Inland Port in Front Royal, Virginia and
· A proposed new facility, the Craney Island Marine Terminal, in Portsmouth, Virginia
In accordance with the Act, the Authority intends to evaluate the CenterPoint unsolicited conceptual proposal, and may proceed to negotiate an interim or comprehensive agreement with CenterPoint or any other proposal Offeror under the Act. Also in accordance with the Act, the Authority will accept for simultaneous consideration any competing and compliant proposals the Authority receives in its office located at 600 World Trade Center, Norfolk, Virginia 23510 before 10am Eastern Daylight Savings Time, July 27th, 2009. All proposals must be submitted to the attention of David M. James, Director of Contracts and Real Estate and must be submitted in accordance with the Public-Private Transportation of 1995 Implementation Guidelines (Guidelines). In addition, five courtesy copies of the proposal should be simultaneously sent to the Honorable Pierce R. Homer, Secretary of Transportation, Commonwealth of Virginia, 1111 E. Broad Street, 3rd Floor, Richmond, VA 23219.
An electronic copy of the CenterPoint proposal is available on the Authority’s website at www.portofvirginia.com/ppta/proposals.aspx, and on the eVA website and a hardcopy is available at the Authority offices located at: 600 World Trade Center, Norfolk, VA 23510, for public inspection. The Authority’s detailed Guidelines describing the requirements for submitting proposals and the evaluation of the same are available below:
